Restore in-app purchase to separate devices doesn't work

Hey guys, I have an IAP app that is a universal build so it should work on both the iPhone and iPad. However, I had a customer who made an in-app purchase using their iPhone. When they used their iPad to restore that in-app purchase, it doesn’t work. I tried this myself and verified that an in-app purchase on one device (iPhone) won’t get restored on a separate device (iPad). Has anyone encountered this error before? Just as a test, does anyone have a published app with a working in-app purchase? I’ll actually make a real life in-app purchase on your app using my iPhone and then try restoring that purchase using my iPad.
