Masks are not supported on Windows simulator. From the “Known Issues” topic (in SDK download page):
“The following features do not function in the Corona SDK on Windows simulator (but work in Android device builds):
Bitmap masking (Graphics/Flashlight and Graphics/X-ray samples)
