Scroll Bar keeps centering, don't want it to

I have made a scroll bar with several flags on the bottom of the screen.  All the flags have set x,y values.  I have some flags positioned off the screen because there are too many too fit inside the screen.  So when the user scrolls to the left or to the right these new flags will appear.  2 problems.

  1.  Once I take my finger off the scroller to press on the flag it quickly jumps back to its original position off the screen making it impossible to press.  Is there a way to stop it from jumping back to its original coordinates?

  2.  Also I can’t touch the flags and scroll with them, I can only scroll around the flags, is there a way to do that?
