I’m trying to set up a new app on iTunes Connect so that I can create some test products. I have looked at some guides, which claimed that I don’t have to upload my files and can just create a stub. In reality, the app creation process doesn’t allow me to skip this step, and I have to upload the binary and other files.

Based on my experience with IAPs, as long as the “Status” on your App Details page is “Waiting for Upload”, you can do as much testing on your IAP as you want without having to worry that Apple might be reviewing it. It’s only after you upload your binary and your “Status” changes to “Waiting For Review” that your app is actually in Apple’s queue to be reviewed. Thanks - the problem is that I couldn’t find any way to create an app without having to upload the binary - if I don’t upload it, it won’t let me complete the process…

If you really need to upload a binary, you can go ahead and upload it. Then, on your App Details page, click the “Binary Details” link. Then click the “Reject This Binary” button and it will remove your app from the App review queue. Since your Status has changed to “Developer Rejected”, you have to change the status back to “Waiting For Upload”.
