I would recommend playing with the dragging objects sample code. Basically you could use the masking sample code to create the sniper scope, and you could make a button that when you click it, it shoots some sort of bullet. It would be a difficult game to make, but it is possible. I would just recommend pairing up with someone in your area to tackle a project like that.
