SpriteSheets PNG format and Art Tools for Sprite Creation

Are PNGs used in SpriteSheets always 8bit RGB? or can 256 color paletted PNG files be used?

What is the preferred Art tool for creating sprites? I’m using ProMotion v6 PC as it’s an old school DPaint pixel pushing tool. However it uses 256 color palettes for each frame, although I assume it is converting to 8bit RBG when exporting frames to a single PNG.

I’ve used 256 sprites (PNG) with no issue as recently as last week.

I create mine in Photoshop. (Elements, version 5, I think? Some freebie I got with a tablet some time back.)

Thanks for replies, looks like 256 colour paletted sprite sheets are OK as long as the RGB is 8 bit, which makes sense.
