Yes you can but you cannot use In-App Purchases and analytics.
I dont want to use in-app purchases anyway so I am good there

Hi Jen,
Analytics are valuable to many developers but not mandatory. What you would miss without them is being able to measure things like which devices are being used most to run/download your app, daily session info, etc. From this, you might then add certain features tailored to a particular platform, among other things. What you could do is design and deploy your app using Starter, and then if your downloads are at the point you wish, you could upgrade to Pro and use analytics for more aggressive marketing tactics.

jencbrown - unfortunately no. Info on how people find your app and what they are searching for would need to be available from the app store itself, and for the most part they do not provide it.
But analytics can give you info on how people are actually using your app. What features are used, which ones aren’t. How often people use it, for how long, etc. etc.
