Watch ads for in game incentive

So im a newbie to ads,

My question is how would you let a user watch an ad so once they finish the ad or download an app they get money in game. How would you check if the user has downloaded the ad app so that you will give them the money in game. Sorry if this is confusing.

I’d like to hear otherwise, but I don’t think you can verify that a user has downloaded an app from any of the ad sources.  The best you can hope for is a notice that they watched and clicked the ad.

Note: I’d love to hear a contrary opinion with citations.  In this case I want to be wrong.
