If you want to stay free, look at “the GIMP” for pixel image editing and InkScape for vector drawing.
If you’re a student you can get the paid versions of Adobe Photoshop and Adobe Illustrator for a fairly cheap price.

Technically speaking you are not authorized to do commercial work with the student licensed adobe products.
There are a few other options, like finding a used copy from eBay or CraigsList. If you don’t need the latest CS5 (CS6 coming soon), you can pick up CS3 or CS4 pretty cheap (and they will do what you want).
You can also consider Photoshop Elements, though primarily focused on photography, you should be able to most of the bitmap raster graphics you need in there as well.
