well. I’m not that bigot to say: rip-offs are okay unless they don’t rip-off my games. No. Actually I’m not even supporting rip-offs!
Cut the Birds is not a rip-off, but some kind of mash-up of two popular games. Also it’s for free. And on top of that, it’s not even very well done, hah. Overall, the only problem I see in this particular case is that it’s not clear who made the game. A simple “This is a fan made game remix” would do the trick for me.
If someone would take Parallax and mix it up with, let’s say, Barbies Dream House App (I made that up, haha) because he thinks it’s a good joke - why not? Actually, I would be proud to inspire someone to do something with my work.
It’s a fact that it’s normal human behaviour to copy ideas. That’s the way we learn after all. I believe that once an idea is out there, it’s unstoppable and it belongs to everyone to use as a source for inspiration. This is how progress is made. Take Minecraft, for instance, which inspired soooo many people to make a similar game or something that references to it. Notch approves. All hail Notch 
Blatant rip-offs are a different pair of shoes, btw. That’s what I call “highly unethical”, capcom should be ashamed. But criminal? I don’t agree.
