Why do I get a 404 when I go to the plugin submit page?

This plugin FAQ (https://marketplace.coronalabs.com/plugin-faq) says that anyone can submit plugins but when I click on the application form (https://marketplace.coronalabs.com/plugin-submit) I get a 404.

What am i missing?

Go to https://marketplace.coronalabs.com and click on “Sell your product”. You will be presented the submission form.  I’ll let the marketplace team know about the broken URL.
