Can anyone explain how I can use a group of regular, plain, white circles and use them to apply a wobble filter to a background image?
Not really sure I follow what you want, could you explain it a bit more?

A wobble filter applied to an image by using a snapshot, I guess, but only where the white circles are.
Imagine the backdrop image, then paint circles on top. Then, taking the circles into a snapshot and using the circles to generate a wobble effect against the background, like a mask.
Ok, so I’m pretty sure the way to do this is to fill a series of vector objects with an image and apply a filter.
The only problem is scaling the filling image and positioning it to make the effect look like it’s being applied to the background image in a localised area.
The effect I’m trying to achieve is water droplets on the background.
