Is this service allowed to be used on Google Play ?
As far as I know, they only allow to use their payment services.

As you know, then mobile operator billing converts usually up to 10x better than credit cards, especially in emerging markets. Unfortunately, Google’s own in-app purchasing solution offers mobile operator billing only in a handful of countries.
Furthermore, according to Google Play’s terms of service, developers who distribute their apps via Google Play must use Google’s payment, except in cases where payment is for digital content or goods that may be consumed also outside the application itself.
Examples of such content include music that can be played on other music players or credits that can be consumed on other apps or platforms. Many developers who sell such content have found that using Fortumo in addition or instead of Google’s payment has enabled them to double their in-app purchasing revenues.
